The duties of elected Constables are clear under our statutes (CGS § 52-50). Knowledge of the legal procedures and moral character are vital qualifications.
I have a law degree (J.D.) and knowledge in civil procedure, property law, mechanics liens, prejudgment remedies, attachments, and post-judgement procedures. I completed my judicial externship at the Darien-New Canaan Probate District Court. I look forward to serving our residents diligently.
I have served New Canaan in many capacities. I am a former member of the DTC where I served as Chair of the Nominating Committee and Data Director for CTVAN. I am a member of the Grants Committee for the NCCF and a member of the Nominating Committee for the NCNC. I serve on the Board of Directors for the New Canaan Square Property Owners Association. I volunteer for Staying Put and New Canaan Library. I am a current Constable. In all of my activities, my goal is to serve the needs of New Canaan.
A New Canaan Constable should have a background in law and a solid understanding of civil and criminal procedure. Additionally, the Constable should be active in the town of New Canaan with respect and commitment to our community.
I graduated from Boston College Law School in 1998 and have been a practicing attorney for more than twenty years. I am also a mother of two teenage boys and our family is deeply rooted here in our adopted hometown of New Canaan. The fabric of the New Canaan community is unique in its fellowship . As Constable, I will work to foster the spirit of community by thoughtful execution of legal process. I will also be a resource for residents of New Canaan with questions or concerns regarding proceeding in town government events.
Mary Anne Mercogliano has lived in New Canaan for 18 years with her two children, Alyssa Marcella, 16, and Anthony Marcella, 14. Both attend New Canaan High School. She currently serves as Secretary for the New Canaan Republican Town Committee, has worked on many state and local campaigns, and is a Justice of the Peace in New Canaan. Mary Anne is a third grade teacher in New York City. She works part time at the Congregational Church of New Canaan as a first grade teacher. She is also a volunteer catechist at St. Aloysius, where she is also a parishioner. She was elected Constable four years ago and is looking forward to continuing in that role. To excel as a Constable you need to be available on short notice and provide speed of service due to the importance in meeting court imposed deadlines. I continue to enjoy the role by making my self available to those in need. At times it can be a game of cat and mouse, but with years of experience I’m pleased that I still maintain a 100% success rate over my five terms as Constable.
Having lived in New Canaan since 1983 and believe I well undersand and appreciate New Canaan a unique village where my wife and I raised a family. In my past have I served in the US Navy and worked as a police officer, owned and managed a business in New york and locally, I am active in the community and care about New Canaan.
