Facebook Page Vivian Shipe for Knox County Commission
As an at- large commissioner, it will be my responsibility to represent all districts. That requires an understanding of all of Knox County and the needs.

My 50 years as an advocate for all has given me the opportunity to serve all the people. I frequently speak before commission. A few examples include 35 years as a postal employee in which I worked in all parts of the city and the county. Another example is my service since 1980 as a census enumerator, recruiter, and supervisor where I served for decades in every part of the county including Powell, Heiskell, and Corryton. For over a decade, As the Founder and Executive Director of the nonprofit, I AM The Voice of the Voiceless; I have worked to create a better everyday life for all of Gods citizens by holding community driven projects to feed, clothe, and educate the vulnerable. I have served on multiple committees, created surveys to gather public opinion to open the Safety Ctr for the mentally ill. I serve on the State Pre- Arrest Diversion Committee, write for a state newspaper and 2 regional and national magazines to promote news about our area. I also serve on the board of directors for the East TN Mental Health Association, &the Lions Club Eye Bank, I am a member of, the Suffrage Association, a charter member of the East Knox Lions Club, a graduate of the Leadership Knoxville Class of 2021, serve on the KUB community advisory board, a founding member of the Faith Leaders Church Initiative and we have vaccinated over 80,000. All of these activities keep me knowledgeable and involved in our city and county.
I believe the top two challenges are number one- recruitment, and retention of quality employees in the area of police, fire and teachers. The second area of concern is the rapid growth of certain sections of the city and the dearth of growth in others. Concerning our officers and teachers: I believe we need to look at the gatekeepers. who are the decision makers? How inclusive is the selection committee? How long have they been serving? I would like to see an aggressive recruitment of teachers and counselors for schools. I believe a competitive salary with yearly cost of living increases will make us more attractive. The issue of growth is one that has been ignored for ten years and it has caught up with us. We are 17,000 housing units behind. We are in the top 10 desired places to move to, yet our own citizens can't afford to buy a home. I believe a synergistic approach is needed. We must develop ALL parts of the county, not just deep west. We must have all players at the table working together- no more silos. Sustainability must be a part of the conversation as we must protect our land, water, and air so future generations can thrive. We must identify ways to create affordable housing. Currently only 2/3 of our citizens can afford 1/3 of the median homes being built. As the country and our county age, I believe future housing must include larger units than the current rapid build of single housing. I believe we need to build up and not just out. We also must listen to our diverse populations and build homes and communities that are inclusive and inviting.
