PROPOSALThe Board of Education of the Town of Hackettstown in the County of Warren, New Jersey is authorized to (a) undertake roof replacement and electrical service replacement at the Middle School and the High School and to undertake roof replacement at Hatchery Hill School and (b) expend and issue bonds in an amount not to exceed $3,996,000 for such projects. The State has agreed to provide debt service aid in the amount of 41.21% of the "final eligible costs" of the school facilities project. All of the costs of the project are "final eligible costs." The Local Shares may be transferred amongst the projects.EXPLANATORY STATEMENTPROPOSAL: The Board is seeking to undertake roof replacement and electrical service replacement at the Middle School and the High School and to undertake roof replacement at Hatchery Hill School at an aggregate cost not to exceed $3,996,000.STATE FUNDING FOR THE PROJECTS: The Board will receive State aid for all of the projects set forth in the Proposal in the form of debt service aid anticipated to be in the amount of 35% to 41% of total project costs. This State aid reduces the taxpayers' share of each of the projects to between 59% and 65% of the total project cost. Such State funding will only be available if the Proposal passes.REASON TO VOTE YES A vote of "YES" would allow the Board of Education to undertake the stated projects.REASON TO VOTE NO A vote of "NO" would tell the Board of Education not to spend the money to undertake the stated projects.
