Proposal #1 (Safety, Security, and Structure)The Board of Education of the Flemington-Raritan Regional School District in the County of Hunterdon, New Jersey is authorized to (a) upgrade Barley Sheaf Elementary, Copper Hill Elementary, Francis A. Desmares Elementary, J.P. Case Middle, Reading Fleming Intermediate and Robert Hunter Elementary Schools including: security upgrades and improvements including cameras, equipment, communication system and door/alarm upgrades and site improvements including parking lot upgrades, sidewalk, curb, fencing and drainage improvements; (b) undertake roof replacement at Barley Sheaf Elementary, Copper Hill Elementary, Francis A. Desmares Elementary, Reading Fleming Intermediate and Robert Hunter Elementary Schools and (c) undertake window replacement and exterior building repairs at Reading Fleming Intermediate School. The Board is authorized to expend and issue bonds in an amount not to exceed $21,755,617 for such projects. The State has agreed to provide debt service aid in the amount of 40% of the “final eligible costs” of the school facilities project. All of the costs of the project are “final eligible costs.” The Local Shares may be transferred amongst the projects.Interpretative Statement for Proposal #1The Board of Education is seeking to:(A) upgrade Barley Sheaf Elementary, Copper Hill Elementary, Francis A. Desmares Elementary, J.P. Case Middle, Reading Fleming Intermediate and Robert Hunter Elementary Schools including:Security upgrades and improvements including cameras, equipment, communication system and door/alarm upgrades; andSite improvements including parking lot upgrades, sidewalk, curb, fencing and drainage improvements.(B) undertake roof replacement at Barley Sheaf Elementary, Copper Hill Elementary, Francis A. Desmares Elementary, Reading Fleming Intermediate and Robert Hunter Elementary Schools; and(C) undertake window replacement and exterior building repairs at Reading Fleming Intermediate School.Proposal #1 improvements would be undertaken at a cost not to exceed $21,755,617This is the first of two proposals that voters are asked to approve. STATE FUNDING FOR BOTH PROJECTS: The State has agreed to contribute towards the costs of the projects in the amount of 34% to 40% of aggregate project costs or about $14 million (about $7 million per proposal) of the total $42 million project cost. This state aid reduces the taxpayers share to about $28 million (if both Proposals pass). State funding is contingent on the passing of each of the Proposals. The state contribution will be in the form of debt service aid.
