Flemington-Raritan Regional School District Initiative-Proposal #2

Proposal #2 (Air Quality Upgrades)IF AND ONLY IF PROPOSAL #1 IS APPROVED. The Board of Education of the Flemington-Raritan Regional School District in the County of Hunterdon, New Jersey is further authorized to undertake air quality upgrades including air-conditioning and humidity control measures at Barley Sheaf Elementary, Copper Hill Elementary, Francis A. Desmares Elementary, Reading Fleming Intermediate and Robert Hunter Elementary Schools. The Board is authorized to expend and issue bonds in an amount not to exceed $20,308,019 for such projects. The State has agreed to provide debt service aid in the amount of 40% of the “final eligible costs” of the school facilities project. All of the costs of the project are “final eligible costs.” The Local Shares may be transferred amongst the projects.Interpretative Statement:The Board is seeking to undertake air quality upgrades including air-conditioning and humidity control measures at Barley Sheaf Elementary, Copper Hill Elementary, Francis A. Demares Elementary, Reading Fleming Intermediate, and Robert Hunter Elementary Schools at a cost not to exceed $20,308,019. STATE FUNDING FOR BOTH PROJECTS: The State has agreed to contribute towards the costs of the projects in the amount of 34% to 40% of aggregate project costs or about $14 million (about $7 million per proposal) of the total $42 million project cost. This state aid reduces the taxpayers’ share to about $28 million (if both Proposals pass). State funding is contingent on the passing of each of the Proposals. The state contribution will be in the form of debt service aid.
