Eight years ago, the voters entrusted me to represent them in the City. This is an honor I have not taken lightly. Then, I vowed to be fiscally conservative, help expand the tax base, and address drainage issues. As with any aging community, there will always be issues to work on. I look forward to tackling these issues with the resources we have; with a pro-active approach rather than a reactive manner. I believe in a smaller, more efficient form of government.
As with most cities of similar age, Pearl faces two problems in aging infrastructure and housing. Four years ago, our major issues were road overlays and draining. Through conservative measures, we've been able to establish an annual road overlay project that is currently ongoing. We've also been able to address some of the drainage issues through the creation of retention ponds in various locations throughout the city. Currently, the Oak Park area retention pond is under construction and should provide relief to the residents of the Oak Park area.
We are currently in the process of identifying these areas through smoke testing existing waste water lines. We've vetted an Engineering firm to carry out these tests. Once these tests are complete, we'll then move onto taking corrective actions to replace the damaged lines. The funding of these projects will be through loans through the West Rankin Utility Authority. This will stop the infiltration of storm water into our metered waste water lines.
We've already begun to address this problem. We've raised the minimum square footage to require larger homes to be built. This does not mean that smaller can't be built. Anytime we've had damage to existing homes, the builder can appear before the board to request a waiver. No waiver has been denied. This means, if your home is damaged, and you are looking to rebuild under the minimum square footage, you can. New developments will have to meet the minimum square footage requirements though of 1800 sq ft. This will provide families looking to upgrade housing, newer homes. At the present, there are several hundred new homes being planned for construction over the next several years. Also, we've streamlined our ordinances in Community Development to make it more building friendly.
I envision Pearl as a thriving, family oriented city. I'll continue to be business friendly but also foster to the families of our great city. Pearl has never been accused of not having a heart for our families. We'll continue to build off the progress we've made these past four years. This administration has worked hard to turn our city around. Through a conservative approach we've been able to cut spending, balance the budget, and actually show a surplus on the books in four short years.
