Deschutes Public Library District Zone 2

Special districts in Oregon are formed to govern specific resources. Examples are people’s utility districts, library districts, sewer districts, irrigation districts, ports and cemetery districts. Some districts get revenue only from taxes. Others, such as water districts, get revenue from ratepayers. Others may combine the two sources. Each district is governed by a board of directors which is responsible for the operation of the district and its financial accountability. ( https://www.oregonlaws.org/ors/198.010 )Qualifications: Candidate must be a registered voter in the district. ORS 451.410Salary: A member of the governing body of a district may receive an amount not to exceed $50 for each day or portion thereof as compensation for services performed as a member of the governing body. Such compensation shall not be deemed lucrative. The governing body may provide for reimbursement of a member for actual and reasonable traveling and other expenses necessarily incurred by a member in performing official duties. [1971 c.403 §2; 1983 c.327 §2; 1983 c.740 §53a; 1989 c.517 §1; 1995 c.79 §74]In Event of Vacancy: Except as otherwise provided by law, a vacancy in an elected office in the membership of the governing body of a district shall be filled by appointment by a majority of the remaining members of the governing body. If a majority of the membership of the governing body is vacant or if a majority cannot agree, the vacancies shall be filled promptly by the county court of the county in which the administrative office of the district is located. Libraries are being asked to act as internet hubs or to provide internet connections in regions where students do not have access to high speed internet, especially since schools have gone, in varying degrees, to remote learning. What kinds of services should libraries provide to their communities? What new services do you see libraries providing to their communities in the future?

How do you plan to involve residents of the district in decision making; how will you keep them informed of district activities?

What aspect of working for the district is most important to you?

Your Experience/Qualificatons I have served on the Deschutes Public Library District Board since January 2021. Prior to that, I was President of the Friends of Sisters Library for six years. Over the next few years, the Deschutes Public Library will be moving forward with the voter-approved bond issue to build a new Central Library and improve the branch libraries. As a retired engineer with experience in design and construction, I look forward to this helping with this process.

A reliable Internet connection is essential in today's environment. I will support continued development and access of Internet services within our library system. I will also support the continued expansion of our library's book collection and the e-book collection. The new Central Library, as well as the remodel of our branch libraries, will accommodate a growing need for group work and meeting spaces, more children's programs, cultural and diverse programs for teens and adults, and pleasant, easy spaces to browse books. I want to help optimize the buildings and connections to help our libraries transition into this new phase.
All of the Deschutes Public Library board meetings are open to the public and the public is given a chance to speak. I will also attend library events and be open to discussion with anyone about our library system. The ideas and opinions of Deschutes County voters and library users are important to me. In this way, we can all help keep our libraries a place where people choose to gather, browse or look online for books and information.
The Deschutes Public Library system is one of the most outstanding library systems in the state. I want to help maintain that status as we move beyond a pandemic and into the future. With the new Central Library, we will be able to improve the efficiency of delivering and moving materials to all of our branch libraries and our communities using a centralized distribution center. This benefits every library user who wants to check out materials and have it delivered to your local branch as soon as possible.
