Bend Metro Park & Recreation District Position 3

Special districts in Oregon are formed to govern specific resources. Examples are people’s utility districts, library districts, sewer districts, irrigation districts, ports and cemetery districts. Some districts get revenue only from taxes. Others, such as water districts, get revenue from ratepayers. Others may combine the two sources. Each district is governed by a board of directors which is responsible for the operation of the district and its financial accountability. ORS 266.310(2)Salary: A member of the governing body of a district may receive an amount not to exceed $50 for each day or portion thereof as compensation for services performed as a member of the governing body. Such compensation shall not be deemed lucrative. The governing body may provide for reimbursement of a member for actual and reasonable traveling and other expenses necessarily incurred by a member in performing official duties. [1971 c.403 §2; 1983 c.327 §2; 1983 c.740 §53a; 1989 c.517 §1; 1995 c.79 §74]In Event of Vacancy: Except as otherwise provided by law, a vacancy in an elected office in the membership of the governing body of a district shall be filled by appointment by a majority of the remaining members of the governing body. If a majority of the membership of the governing body is vacant or if a majority cannot agree, the vacancies shall be filled promptly by the county court of the county in which the administrative office of the district is located. Your Experience/Qualificatons Bend Park & Recreation Board, 2015-present (currently Chair); Bend Planning Commission, 2004-12 (two years as Chair); Bend-La Pine School Board, 2004-08 (one year as Chair)

I will concentrate on conscientious expenditure of public funds and the balance between expanding our system as needed in order to sustain our level of service versus taking care of what we have and the investments the community has already made. I will work to ensure equal access to and distribution of these amenities across the district.
Bend Park & Recreation Board meetings are open and public. I will work to maintain involvement of district residents in our decision making through wide and multi-channel dissemination of our meeting dates/times/agendas. I am also interested in exploring the possibility of making permanent some of the temporary online access to our meetings necessary due to the pandemic.
Outstanding parks, trails, natural areas, and recreational facilities & programs are public amenities central to our quality of life in promoting health, happiness, and connection with nature. They are also shared assets contributing to an attractive and prosperous community. Their oversight requires visionary and strategic planning as well as fiscal discipline and prioritization.

Your Experience/Qualificatons I studied chemical engineering at MIT, where I was a student-athlete, playing NCAA DIII Ice Hockey, Field Hockey, and Lacrosse. I studied law at the Benjamin N. Cardozo School of Law, graduating in 2009. I have worked for the past decade as a civil law trial attorney, working on complex technology-related matters, as well as family law and asylum cases on a pro bono basis. My legal training coupled with my extensive, lifelong recreation involvement uniquely qualifies me for this role.

As we enter year two of the pandemic, challenges in our community continue. Despite a reduced budget, BPRD can help Bend navigate the rising mental health crisis and growing population. In the upcoming term, BPRD must prioritize:

IMPROVED RECREATION OFFERINGS FOR ALL We need to ensure that the recreation offerings we have serve our entire community, particularly youth, seniors, veterans, and underrepresented populations. Reports indicate the pandemic and resulting social isolation have led to significant mental health strains. Mindful BPRD programming can offer our whole community opportunities to heal and reconnect.

THOUGHTFUL EXPANSION OF THE PARK SYSTEM TO GROW WITH THE CITY BPRD must work closely with city planners to ensure that all neighborhoods (new and old) can access parks. Any opportunity to preserve our precious open lands and trees, as well as existing facilities, should be carefully considered with long term growth and sustainability prioritized.
The parks and recreation department is meant to serve the whole community, so it is valuable to solicit the input of the community whenever possible for important decisions. Recent park and recreation surveys have had very low participation rates. We need better outreach.

As an elected official, I would strive to find ways to more efficiently connect BPRD with the community, including improving the Parks and Recreation social media presence, and to promote more transparency in disseminating information to the community both online and offline. Hopefully by achieving those two goals, we would be able to solicit thoughts and input from a greater percentage of the community. It is likewise imperative that BPRD finds ways to reach those who do not often utilize parks and recreation offerings to find out how we can improve so that everyone is included.

Parks and recreation have great benefits for everyone, and we absolutely need to make sure that we maximize community participation
Serving the needs of the community is most important to me. Board members act as a liaison between the community, the Parks and Recreation Department, and City Council.

We find ourselves in a unique position in year two of a global pandemic with continued explosive population growth in Central Oregon. The Board will be making Important decisions in this next term that will have a lasting impact. We need a Board that knows how to pragmatically evaluate facts and ask the hard questions to make the best decisions with the diminished budget that we have. And we need a Board dedicated to really listening to our community to determine what the real needs are and where our money is best spent to benefit Bend both now and long term.

It would be an honor to utilize my legal training, research experience, and problem solving skills to serve the public on the Board of Parks and Recreation to achieve those goals.
