Josephine Community Library District Position 1

Special districts in Oregon are formed to govern specific resources. Examples are people’s utility districts, library districts, sewer districts, irrigation districts, ports and cemetery districts. Some districts get revenue only from taxes. Others, such as water districts, get revenue from ratepayers. Others may combine the two sources. Each district is governed by a board of directors which is responsible for the operation of the district and its financial accountability. ORS 451.410Salary: A member of the governing body of a district may receive an amount not to exceed $50 for each day or portion thereof as compensation for services performed as a member of the governing body. Such compensation shall not be deemed lucrative. The governing body may provide for reimbursement of a member for actual and reasonable traveling and other expenses necessarily incurred by a member in performing official duties. [1971 c.403 §2; 1983 c.327 §2; 1983 c.740 §53a; 1989 c.517 §1; 1995 c.79 §74]In Event of Vacancy: Except as otherwise provided by law, a vacancy in an elected office in the membership of the governing body of a district shall be filled by appointment by a majority of the remaining members of the governing body. If a majority of the membership of the governing body is vacant or if a majority cannot agree, the vacancies shall be filled promptly by the county court of the county in which the administrative office of the district is located. Libraries are being asked to act as internet hubs or to provide internet connections in regions where students do not have access to high speed internet, especially since schools have gone, in varying degrees, to remote learning. What kinds of services should libraries provide to their communities? What new services do you see libraries providing to their communities in the future?

How do you plan to involve residents of the district in decision making; how will you keep them informed of district activities?

What aspect of working for the district is most important to you?

First and foremost, libraries should provide a place of learning and support for the community. The standard library fare of physical books, audio books and e-books, along with print media, movies, music, and games enrich the lives of individuals, which enriches the community. More recent services such as online access, computer training, educational opportunities, and cultural experiences broaden the population the library serves. Additionally, providing a place for people to meet and interact fosters a sense of community and offers people the opportunity to engage with others. In the future, I see libraries offering more free early literacy programs for children to help better prepare them for school and to foster an early love of learning. I also see libraries offering more comfortable spaces; these would be free, inclusive, and safe places for the community to relax and work. Most importantly, though, libraries in the future should work to offer the services the community requests.
As a beginning, I would become more familiar with the current ways the library is keeping community members informed of events at the library and involved in the library’s decision-making processes. I would reach out to community members to find out what they think is working and what ideas they have to enhance communication and participation. The library exists to serve the community. In order to do that, it is important that all types of community members can participate in the ways that are most effective and convenient for them. For example, some people might be better served by being able to sign up for text alerts for classes or library meetings that are of interest to them, while others might prefer printed newsletters. By getting ideas from a wide diversity of people, I would hope that the library will be able to engage with more and more community members.
The most important thing to me is to foster learning and inquisitiveness for people of all ages, and to provide access to resources to allow people's knowledge to flourish. Libraries have played an exceedingly important part in my life as a lawyer, wife, mother, prior childcare provider, and educator. At all stages of my life and my children's lives, libraries have been there. I have been heartened by the growing support the community has given to the library and it is very important to me to encourage this continuing support. I believe that the community grows stronger as the library becomes better able to serve its members, and I want to facilitate this service as best as I can.
