Ashland School District 5 Position 3

Special districts in Oregon are formed to govern specific resources. Examples are people’s utility districts, library districts, sewer districts, irrigation districts, ports and cemetery districts. Some districts get revenue only from taxes. Others, such as water districts, get revenue from ratepayers. Others may combine the two sources. Each district is governed by a board of directors which is responsible for the operation of the district and its financial accountability. ( https://www.oregonlaws.org/ors/198.010 ) Qualifications: Candidate must be a registered voter and a resident of the district for 1 year. Employees of the district are not eligible unless employed as a substitute driver. ORS 332.016 and 332.018(2)Salary: A member of the governing body of a district may receive an amount not to exceed $50 for each day or portion thereof as compensation for services performed as a member of the governing body. Such compensation shall not be deemed lucrative. The governing body may provide for reimbursement of a member for actual and reasonable traveling and other expenses necessarily incurred by a member in performing official duties. [1971 c.403 §2; 1983 c.327 §2; 1983 c.740 §53a; 1989 c.517 §1; 1995 c.79 §74] In event of Vacancy: Except as otherwise provided by law, a vacancy in an elected office in the membership of the governing body of a district shall be filled by appointment by a majority of the remaining members of the governing body. If a majority of the membership of the governing body is vacant or if a majority cannot agree, the vacancies shall be filled promptly by the county court of the county in which the administrative office of the district is located. Even before COVID and the transition to online learning, school districts struggled with disparities in academic achievement. Educators fear even greater gaps upon their return to classrooms. What strategies will you consider to address these increased disparities?

COVID has shown us the importance of family support in facilitating students’ education. How will you build on this understanding to increase the role of parents in decision making and promote parental involvement in schools?

What is the impact of the pandemic on school budgets and spending priorities? How do you propose meeting these new challenges?

Your Experience/Qualificatons I am a mother of 2 children in the Ashland School district. I am an experienced community activist and currently work as a Labor Representative for the Oregon Nurses Association. I am currently a delegate on the Southern Oregon Central Labor Chapter for the AFL-CIO of Oregon as well as a member of the Truth and Conciliation Council in Ashland. I have years of advocating for social and economic justice issues and would bring strong negotiating skill and community connections to the board.

As a parent I am very grateful for the hard work that administrators, teachers and staff have done to provide an education through the pandemic. Disparities in academic achievement are a nationwide issue that is being addressed through addressing accessibility and equity. A resource I would like to introduce is the Learning for Social Justice program which highlights a road map to anti biased education at every stage of K-12. I would like to implement a community outreach facilitation that reaches out proactively to families and students. I would also like to continue the tool the schools used really well during the pandemic which was the use of surveys. Since there is a demographic of parents with the resources and ability to continue remote learning, taking advantage of this new technology and accessibility seems like a way to reengage and enroll the population.
I would like to build on the work that has begun within the board but with a greater focus on transparency and parental input as to the best way to increase parental involvement. One tool that I would use is a Town Hall format virtually on a monthly basis during the school year. I would also like to explore community outreach that will not only help increase parent communication but address those students who do not have the family support needed to succeed. I would like to facilitate accessibility grants and partnerships with local organizations that are engaged in the community to provide resources and options to students and families who could use the support to address educational barriers. there also needs to be a great investment in hiring diverse candidates as well as expanding the current equity and diversity coordinators role.
I know that there have been increased cost in accommodating and implementing the COVID19 safety roll out in the schools as well as continued remote access. To balance out these extra expenses I would work with the state and federal programs to advocate for access to funding for our students and families. I will work with the current board and the community to balance the budget with an eye for the best options for our community as a whole. I would hope to partner with OEA and OSEA to facilitate a healthy partnership to address the budgeting concerns while treating workers with respect. Ultimately there will need to be a deep dive into the financial map for ASD with difficult decisions ahead.

Your Experience/Qualificatons I am an experienced school board member who has guided the school district through the complexities of COVID and a $106 million bond. I prioritize equity, diversity and inclusion on the school board and in the district. I have a deep knowledge and long-term commitment to the Ashland school district. I have a strong focus on educational excellence. I am an independent decision-maker who seeks the best outcomes for students.

The Ashland School Board has been very concerned about how online learning can contribute to disparities in academic achievement. To monitor and address those issues, the Ashland School District has done regular testing to see where students are in their learning. Student academic growth has not been equal for all ethnic/racial groups and socioeconomic statuses. Each school has staff devoted to working with kids who face academic or personal challenges during online learning. I believe that safe in-person schooling is the best way to address these gaps. As the chair of the Ashland School Board, I have successfully pressed the school district to safely open earlier than originally planned and to be open for more days per week. Going forward, I am fully supporting our robust summer school program, which will be targeted to those students with the greatest academic need. I will continue to advocate for additional support for students with gaps in their learning in the 2021-22 school year.
Educational research has consistently shown that students whose families support and facilitate their education do much better in school. On the other hand, the demand on parents/guardians during pandemic online learning has been a significant burden for many families. As we come back to in-person schooling, we need to harness the best parts of family support in facilitating students’ education. This means that we want to reach out to parents/guardians to be involved in any way they can, from participating in their child’s classroom to being part of a parent-teacher organization to having regular discussions with their child about what they’ve learned in school. The key is to find ways that working parents/guardians can participate. For example, a parent-teacher committee that I led met at 5 pm. I will advocate for parent-teacher committees district-wide to meet after the workday ends, as well as find innovative ways to reach out to parents to encourage greater involvement.
In Ashland, the impact of the pandemic on our budget could be significant as we have lost enrollment during online learning. I will work to bring those families back to in-person schooling or to our new completely online education option, so that the district can recoup the per student funding we receive from the state. The district has had additional expenses in terms of hiring more educational assistants and custodial staff due to the requirements of social distancing and cleaning during in-person learning. I will advocate for continuing to apply for state and federal funding to assist in these costs, as well as making sure that our budget reflects the top priority of educating our students.
