Oregon City School District Position 3

Special districts in Oregon are formed to govern specific resources. Examples are people’s utility districts, library districts, sewer districts, irrigation districts, ports and cemetery districts. Some districts get revenue only from taxes. Others, such as water districts, get revenue from ratepayers. Others may combine the two sources. Each district is governed by a board of directors which is responsible for the operation of the district and its financial accountability. ( https://www.oregonlaws.org/ors/198.010 ) Qualifications: Candidate must be a registered voter and a resident of the district for 1 year. Employees of the district are not eligible unless employed as a substitute driver. ORS 332.016 and 332.018(2)Salary: A member of the governing body of a district may receive an amount not to exceed $50 for each day or portion thereof as compensation for services performed as a member of the governing body. Such compensation shall not be deemed lucrative. The governing body may provide for reimbursement of a member for actual and reasonable traveling and other expenses necessarily incurred by a member in performing official duties. [1971 c.403 §2; 1983 c.327 §2; 1983 c.740 §53a; 1989 c.517 §1; 1995 c.79 §74] In event of Vacancy: Except as otherwise provided by law, a vacancy in an elected office in the membership of the governing body of a district shall be filled by appointment by a majority of the remaining members of the governing body. If a majority of the membership of the governing body is vacant or if a majority cannot agree, the vacancies shall be filled promptly by the county court of the county in which the administrative office of the district is located. Even before COVID and the transition to online learning, school districts struggled with disparities in academic achievement. Educators fear even greater gaps upon their return to classrooms. What strategies will you consider to address these increased disparities?

COVID has shown us the importance of family support in facilitating students’ education. How will you build on this understanding to increase the role of parents in decision making and promote parental involvement in schools?

What is the impact of the pandemic on school budgets and spending priorities? How do you propose meeting these new challenges?

Your Experience/Qualificatons I am an Oregon State University graduate with a BS in Business Administration/Speech and 27 years in public service working for Parks and Recreation. I am the parent of a current 3rd grader and a pre-k student at Jennings Lodge/Candy Lane (Todos Unidos!). I've spent many years as a multi-sport volunteer youth coach as well a prior volunteer Fire Fighter. I pride myself on being a positive problem solver, approachable listener and am committed to applying an even-keeled approach.

Focus on supporting the schools towards creating greater programming and fewer barriers towards academic achievement. This could include increasing attendance, inclusion programs, education towards ending racism and investigating root causes of disparities. Helping the school district dig into the data available, determining the root of disparities and then work towards creating achievable action plans to remedy it. I think forming a diverse team is important when influencing change like this. It will be critical to include these diverse perspectives and legitimizing recommendations for change.
I do believe that Covid has opened many parents eyes to the importance of education and teacher's challenges. Parents are more aware than ever that they are role models for learning. Parents now know what children love and how they like to learn. This knowledge can now hopefully be harnessed towards greater involvement in their child's academics. Hopefully, we can work towards including the parents in a greater capacity to ultimately support the children. Some examples we have seen include parent - teacher - student conferences (rather than just parent - teacher conference). Parents working with students on homework, projects and regular studies. Hopefully we can continue to motivate parents to have this newly found involvement creating a more holistic approach to education. As a school board member I would be open too many additional thoughts on this topic and work towards collaboration.
I think a scalpel instead of a sledgehammer approach will be key. When cuts are needed, focus on specific areas rather across the board cuts. This year our school district needed to make a massive investment into technology and sanitization. These investments should continue to improve our education thru student barriers being reduced by availability of technology to everyone and cleaner classrooms (reducing absences). Additionally, funding will likely be reduced into the future with a reduction of property taxes being paid. Mindful budgeting with a priority towards savings will set the District up for greatest flexibility into the future. Additionally, as a board member I would seek greater support from our Federal Government in additional funding to help offset these shortfalls that are predicted.
