Special districts in Oregon are formed to govern specific resources. Examples are people’s utility districts, library districts, sewer districts, irrigation districts, ports and cemetery districts. Some districts get revenue only from taxes. Others, such as water districts, get revenue from ratepayers. Others may combine the two sources. Each district is governed by a board of directors which is responsible for the operation of the district and its financial accountability. ( https://www.oregonlaws.org/ors/198.010 ) Qualifications: If the district has 100 or more voters, a candidate must be a registered voter in the district and a landowner in the district. ORS 264.410Salary: A member of the governing body of a district may receive an amount not to exceed $50 for each day or portion thereof as compensation for services performed as a member of the governing body. Such compensation shall not be deemed lucrative. The governing body may provide for reimbursement of a member for actual and reasonable traveling and other expenses necessarily incurred by a member in performing official duties. [1971 c.403 §2; 1983 c.327 §2; 1983 c.740 §53a; 1989 c.517 §1; 1995 c.79 §74] In Event of Vacancy: Except as otherwise provided by law, a vacancy in an elected office in the membership of the governing body of a district shall be filled by appointment by a majority of the remaining members of the governing body. If a majority of the membership of the governing body is vacant or if a majority cannot agree, the vacancies shall be filled promptly by the county court of the county in which the administrative office of the district is located. The CRW Board and the General Manager have, as one goal, to increase public awareness of CRW's role in enhancing public health, community vitality and economic growth. CRW will do that through regular communication with our users and ratepayers, keeping them posted on CRW's ongoing efforts to ensure reliable, quality water service throughout the service area,
There are several elements to the tasks mentioned. First is investing in infrastructure, maintaining and improving the production, supply and distribution throughout the service area. Also required is to plan for emergencies such as power outages and earthquakes, Ice storms, etc., to maintain service. Also necessary is to attract, train and retain a highly qualified workforce and provide a rewarding environment that is safe and healthy, and that values employees. A reasonable cost is maintained through the work of the commissioners and the budget committee, that strive to achieve CRW's operational goals while keeping costs in line with growth in the district. Also long range planning is essential, as production, storage and distribution systems have a service life often in excess of 50 years. This means planning repair and capital improvements to avoid excessive costs in any one budget period.
We are approaching our biennial budget planning meetings and this is my second time for this with CRW. At this point I am very well informed of the planning and budget elements of CRW. Further, my training and experience in business administration informs me in making good choices for budgeting & planning.
Further, chemists are, chiefly, problem-solvers, and I bring a broad range of skills to the task of policy development and implementation through my experience.
