Special districts in Oregon are formed to govern specific resources. Examples are people’s utility districts, library districts, sewer districts, irrigation districts, ports and cemetery districts. Some districts get revenue only from taxes. Others, such as water districts, get revenue from ratepayers. Others may combine the two sources. Each district is governed by a board of directors which is responsible for the operation of the district and its financial accountability. ( https://www.oregonlaws.org/ors/198.010 ) Qualifications: If the district has 100 or more voters, a candidate must be a registered voter in the district and a landowner in the district. ORS 264.410Salary: A member of the governing body of a district may receive an amount not to exceed $50 for each day or portion thereof as compensation for services performed as a member of the governing body. Such compensation shall not be deemed lucrative. The governing body may provide for reimbursement of a member for actual and reasonable traveling and other expenses necessarily incurred by a member in performing official duties. [1971 c.403 §2; 1983 c.327 §2; 1983 c.740 §53a; 1989 c.517 §1; 1995 c.79 §74] In Event of Vacancy: Except as otherwise provided by law, a vacancy in an elected office in the membership of the governing body of a district shall be filled by appointment by a majority of the remaining members of the governing body. If a majority of the membership of the governing body is vacant or if a majority cannot agree, the vacancies shall be filled promptly by the county court of the county in which the administrative office of the district is located. Recently the Oak Lodge Water Services hired a Public Relations Manager. She is responsible for all the PR. It has been my feeling since being on the Board that there was not enough communication going to the rate payers as to what we as a Board were doing. There have been several suggestions and "how to", on our Oak Lodge Water Services website since that hire. All of our Board meetings are publicized and citizens can watch on Zoom, call on the phone, email or write.

I take citizen input very seriously and would love to hear more from them.
As time goes by, our infrastructure is aging and we are attempting to get fixes in place before there is a failure. We have budgeted money so that we can regularly work on that. Safe and Clean drinking water is a priority for the Board. We have formed cooperative agreements with the other water districts close to us and are able to work with each other when one of us has a problem as in the recent ice storms. It was a cooperative effort to keep clean drinking water to all citizens.

Obviously, as we go on in time, all of our costs are going up. We so far have been able to hold the line but as evidenced at the gas pump and at the grocery store, things are going up on a daily basis. We are working hard to keep things in moving and planning for what we face in the future. I have met with each department head in both divisions and have their input. As a citizen with much budgeting experience, it is a test regularly to figure out how to hold the line. Have master plans helps that scenario.
My budgeting experience helps however, we have a very conscientious Board and together, we most always agree. They are far more experienced in Water than I am but I am learning. On the Sanitary Sewer side several of us worked together before the merger. The Sanitary Sewer Master plan is underway and that will keep us moving in the right direction. The Water master plan was just completed. In the past I have led many organizations and am currently on a couple other boards (mostly non profits), I am monitoring the legislature on a daily basis and looking for ways to save our district money through the grant process or whatever it takes. I was a driver behind the holding the line and not raising rates especially since we were dealing with Covid. I am hoping to hold the line this year but must look at the budget numbers first. I helped develop a program that helps rate payers who are unable to pay their bill due to losing their employment.
