Special districts in Oregon are formed to govern specific resources. Examples are people’s utility districts, library districts, sewer districts, irrigation districts, ports and cemetery districts. Some districts get revenue only from taxes. Others, such as water districts, get revenue from ratepayers. Others may combine the two sources. Each district is governed by a board of directors which is responsible for the operation of the district and its financial accountability. ( https://www.oregonlaws.org/ors/198.010 ) Qualifications: If the district has 100 or more voters, a candidate must be a registered voter in the district and a landowner in the district. ORS 264.410Salary: A member of the governing body of a district may receive an amount not to exceed $50 for each day or portion thereof as compensation for services performed as a member of the governing body. Such compensation shall not be deemed lucrative. The governing body may provide for reimbursement of a member for actual and reasonable traveling and other expenses necessarily incurred by a member in performing official duties. [1971 c.403 §2; 1983 c.327 §2; 1983 c.740 §53a; 1989 c.517 §1; 1995 c.79 §74] In Event of Vacancy: Except as otherwise provided by law, a vacancy in an elected office in the membership of the governing body of a district shall be filled by appointment by a majority of the remaining members of the governing body. If a majority of the membership of the governing body is vacant or if a majority cannot agree, the vacancies shall be filled promptly by the county court of the county in which the administrative office of the district is located. Town Where You Live
I have served on the Sunrise Water Authority Board of Commissioners since being elected in May of 2017. I was elected Board Chair by my fellow commisioners in April 2020, and currently serve in that capacity.
Prior to my election to the Board I served as a citizen member on the SWA Budget Committee for 3 years.
The Board of Sunrise Water Authority works closely with our fellow regional water agencies s as well as the Clackamas River Water Providers and Clackamas River Basin Council on public outreach and communications. We also invite our customers to our monthly meetings and join us for dinner prior to the meeting. It provides us a wonderful opportunity to meet and interact with our customers in a less formal format than the public comment period of the official meeting.
Sunrise Water Authority has a record of virtually zero interruptions of water supply to our customers. This includes during extremely difficult circumstances such as the recent wild fires and ice storm. The water supply was uninterrupted due to careful prior planning and extraordinary efforts by our staff.
Our cost of water to our customers is one of the lowest in the region. We operate very efficiently with a staff that works exceptionally hard to control costs and avoid waste. The Board of Commissioners in 2017 launched a Capital Improvement Plan that is based on a Pay-as-you-go model with the goal of avoiding the finance and interest costs associated with borrowing funds through bond issues. Since 2017 SWA has completed approximately $20 million of Capital projects with no costly budget overruns and Zero borrowing costs saving the customers millions of dollars of financing costs.
I served on the Sunrise Water Authority Budget Committee for 3 years prior to me election to the board in 2017. I also served on the City of Damascus Budget Committee for 4 years. I have managed multi-million dollar Industrial construction projects for over 25 years and bring that private sector experience to the table as well.
