Special districts in Oregon are formed to govern specific resources. Examples are people’s utility districts, library districts, sewer districts, irrigation districts, ports and cemetery districts. Some districts get revenue only from taxes. Others, such as water districts, get revenue from ratepayers. Others may combine the two sources. Each district is governed by a board of directors which is responsible for the operation of the district and its financial accountability. ( https://www.oregonlaws.org/ors/198.010 )Qualifications: Candidate must be a registered voter in the district. ORS 266.310(2)Salary: A member of the governing body of a district may receive an amount not to exceed $50 for each day or portion thereof as compensation for services performed as a member of the governing body. Such compensation shall not be deemed lucrative. The governing body may provide for reimbursement of a member for actual and reasonable traveling and other expenses necessarily incurred by a member in performing official duties. [1971 c.403 §2; 1983 c.327 §2; 1983 c.740 §53a; 1989 c.517 §1; 1995 c.79 §74]In Event of Vacancy: Except as otherwise provided by law, a vacancy in an elected office in the membership of the governing body of a district shall be filled by appointment by a majority of the remaining members of the governing body. If a majority of the membership of the governing body is vacant or if a majority cannot agree, the vacancies shall be filled promptly by the county court of the county in which the administrative office of the district is located. This is an unfunded district that in past attempts has been unable to pass a tax base. The district geographically covers a large area that is mainly rural and extends from Oregon City addresses to the north and Woodburn addresses to the south. In elections over the past 50+ years rural residents have voted largely against funding plans. Input I have received is that rural residents feel that their tax dollars would go to fund City of Canby parks and they would see little or no benefit. The goal of the current directors has been to reduce the size of the district to approximate the city limits of Canby. This would align any future tax base with the users of future facilities. If elected, I plan on continuing to support this idea and work toward it by working with newly elected district directors, City of Canby and Clackamas County officials asking for their support in reducing the size of the district.
All meetings are public and times, dates and locations are posted. Citizen input is welcomed. We will work towards getting the Canby Area Park and Recreation site operating.
I have been on the CAPRD Board of directors for 12 years and for most of that time I have been the only Director living in the rural area of the district. I agree with citizens that believe that the City of Canby’s parks and recreational opportunities need additional support. This district could be the means to develop a plan for developing future improvements. Saying that though, I do not believe that rural residents should be asked or required to pay for developing parks and facilities within the city.
