Special districts in Oregon are formed to govern specific resources. Examples are people’s utility districts, library districts, sewer districts, irrigation districts, ports and cemetery districts. Some districts get revenue only from taxes. Others, such as water districts, get revenue from ratepayers. Others may combine the two sources. Each district is governed by a board of directors which is responsible for the operation of the district and its financial accountability. ( https://www.oregonlaws.org/ors/198.010 )Salary: A member of the governing body of a district may receive an amount not to exceed $50 for each day or portion thereof as compensation for services performed as a member of the governing body. Such compensation shall not be deemed lucrative. The governing body may provide for reimbursement of a member for actual and reasonable traveling and other expenses necessarily incurred by a member in performing official duties. [1971 c.403 §2; 1983 c.327 §2; 1983 c.740 §53a; 1989 c.517 §1; 1995 c.79 §74]In Event of Vacancy: Except as otherwise provided by law, a vacancy in an elected office in the membership of the governing body of a district shall be filled by appointment by a majority of the remaining members of the governing body. If a majority of the membership of the governing body is vacant or if a majority cannot agree, the vacancies shall be filled promptly by the county court of the county in which the administrative office of the district is located. I have studied the Governing Policy Manual of the CHD Board, reviewed the posted minutes of Board Meetings back to 2017-18, and Auditor reports. I have no access to closed Board meetings or other venues in which important early agreements are usually reached. (Closed meetings are outlawed in NM and elsewhere.) I can’t, in honesty, suitably address this issue now; if elected, I would be better informed. The parts of the Policy Manual that deal with Board responsibility for evaluation of administrative staff (CEO, CFO etc.) are too vague, sections 2.2 & 2.3 for example, allowing superficial evaluations. Board should receive very specific and supported capital plans from the top administrators and then 4-6 months later, solid data showing how well or poorly individual initial plans are working. This might help avoid eliminating jobs of people, many valuable to hospital function, as happened last year, partly due to the COVID panic. It might also head off a lot of finger pointing.
I have observed that most people don’t want to be directly involved in decision making, particularly if they trust the decision-makers. Kudos to CHN for ensuring that important items – upcoming board meeting dates, goings-on at previous meetings (with helpful sidebars to summarize) – are posted on their website and in local media. The community participation section of meetings provides important input. I would like to improve the presentation of material from the annual Auditors Reports. They contain some really important, presumably unbiased, views from outside sources. It is difficult to extract and understand the important information in these reports. In each report, there is 10-12 pages of boilerplate before the beginning of important material, which is presented in “Auditor-speak” and understatement so that the major points are easily missed. The Board should produce an easily understandable summary of their understanding of the major audit results and recommendations.
My wife and I bought property N of Gold Beach in 2010, are full time residents since 2015 and are active in the community. We were attracted by the community support for the hospital, shown by the passage of the bond measure for the new hospital by very frugal voters. It is only fair that this hospital should achieve the level of service the people of this county hoped for and provide it responsibly and cost-effectively. Since 2018-19 we have chosen our doctors and had all possible medical care in the CHN, also contributing to the CH Fdn. I worry about the overall state of the CHN. Past decisions have cost a lot of money and weakened finances. I want to contribute my experience to our situation. I have worked with MD’s as colleagues and have worked around hospital environments, observing both good and bad administrators. I have a proven ability to hire excellent professional and technical people in the biomedical field. My professional life depended on it and I lasted a long time.

Your Experience/Qualificatons I have worked as an Physician Assistant in Gold Beach since Jan 2019. I have an intimate understanding of the difficulties experienced in healthcare in our area. I have a very good working relationship with Curry Health Network and have firsthand knowledge of issues that can and should be addressed to improve access to and quality of health care for the residents and taxpayers of Curry County.

I plan to work closely with the other board members, the current CEO/CFO and other officers of Curry Health Network to put forth a plan for increased services while ensuring profitability. Using the daily interactions with my patients, I can offer a different prospective to needed services. For example, there are many community members who are suffering with alcohol and drug addiction and need additional services such as medically assisted detox that are not currently available in the county. I will use patient focused needs, such as this, to determine which services to expand and will work diligently to find funding. It is also very important to assess current billing practices to ensure maximization of collection and reimbursements. As the reimbursement trends move from fee-for-service to quality measures, I will help CHN adjust practices to ensure future profitability and increased quality of care for Curry County residents.
As a member of board, I am an extension of the public and this fact is not lost on me. I am accountable to those that vote me into the position and will find ways to communicate the decisions made by the board for those who are interested. I am willing to attend public events and provide additional access to the board. I encourage questions and suggestions from the public through attendance of board meetings.
The most important aspect of working for the district is to be a voice for the community in relation to the hospital. I will take the knowledge I have as a compassionate healthcare provider and become an advocate for top-rated medical services that are specifically designed for the needs of the community. I have loved my daily interactions with my patients and others in the community who are not my patients. I have a strong desire to make the CHN the envy of other small hospital systems and increase access to healthcare.
