Special districts in Oregon are formed to govern specific resources. Examples are people’s utility districts, library districts, sewer districts, irrigation districts, ports and cemetery districts. Some districts get revenue only from taxes. Others, such as water districts, get revenue from ratepayers. Others may combine the two sources. Each district is governed by a board of directors which is responsible for the operation of the district and its financial accountability. ( https://www.oregonlaws.org/ors/198.010 )Salary: A member of the governing body of a district may receive an amount not to exceed $50 for each day or portion thereof as compensation for services performed as a member of the governing body. Such compensation shall not be deemed lucrative. The governing body may provide for reimbursement of a member for actual and reasonable traveling and other expenses necessarily incurred by a member in performing official duties. [1971 c.403 §2; 1983 c.327 §2; 1983 c.740 §53a; 1989 c.517 §1; 1995 c.79 §74]In Event of Vacancy: Except as otherwise provided by law, a vacancy in an elected office in the membership of the governing body of a district shall be filled by appointment by a majority of the remaining members of the governing body. If a majority of the membership of the governing body is vacant or if a majority cannot agree, the vacancies shall be filled promptly by the county court of the county in which the administrative office of the district is located. Your Experience/Qualificatons Bill is a retired Silicon Valley businessman who has been enjoying his retirement job as a local fishing guide in Gold Beach since 2010.  During his 25 years in Silicon Valley, he founded 2 venture funded startups and held management positions in multibillion dollar corporations. He currently serves on the Board of Directors of Wild Rivers Land Trust.

* Focus on broken and unmanaged business processes to operate more efficiently yielding better results for patients and more money to the bottom line.

* Engage with outside healthcare providers, fix their issues to bring millions of dollars to Curry Health that are now being directed to Sutter Coast in Crescent City because Curry Health is so hard to do business with. Fix the outside healthcare providers' problems so that they choose Curry for their referrals and lot more money drops to the bottom line.

* Stop the costly hemorrhaging of critical employees by whatever means possible - deep culture change, reorganize management with a focus on patient care & outcomes and employee empowerment & satisfaction - whatever it takes. While it's hard to climb to the top of the list of current management mistakes, this is the most costly in terms of patient care and bottom line results.
The current board does a good job of making their activities transparent, but you have to know where to find the information and what to look for. We need more outreach so that residents can find and understand what the board is doing. Free avenues such as local Facebook groups are a great way to communicate and there are many more. We also need a tutorial for local citizens on what to look for in the board reports.

We need more community business development that provides bidirectional information flow. We need to saturate local social media with what the district offers our residents and contact info for empowered hospital employees to hear and follow up on their suggestions and concerns.
I'm running for Director Curry Health District board because:

* A perfectly selfish reason - I love Gold Beach and want to live here for the rest of my life. I don't want that life cut short by substandard medical care.

* We need to change the focus from what works for managers to a well engineered process guided delivery of patient care focused on patients through happy employees. Better patient outcomes, dramatically better employee retention and lots more money to the bottom line.

* We need to increase employee job satisfaction so that we can recruit and retain the best and stop the revolving door. Check our our website for details of how we are going to do that.

* We need to be financially strong. We do that by delivering services our patients so they bring their business here, managing the process of delivery from beginning to end for effectiveness, efficiency and training and incentivizing and rewarding those who actually deliver the care.

Town Where You Live Pistol River
Your Experience/Qualificatons A Pistol River resident since 2014. Bachelor of Science in Forestry -1975, MBA from Harvard in 1981. Resident of Pistol River since 2014. Appointed to the Curry Health District and the Pistol River Fire District board in June 2020. Experienced in finance, board governance and strategic planning. History of volunteering - the Pistol River Fire department, Covid vaccination clinics, the local bee keeping club, Oregon Bee Atlas, refereeing high school soccer and volleyball.

Curry Health gets 3% of its funding from tax receipts. Remaining funds come from providing health services at a level and quality that residents deserve. The Board has to have an active budgeting process and a rolling cash flow forecasting model. All capital projects or new service lines need to be vetted through rigorous return on investment procedures. That still might mean that the District will undertake projects that loose money if the community insists on a service. The implication is that the Board must knowingly make that decision. Such was the case with CHD Covid vaccination clinics in Curry County. To do more requires 1) additional funding, ensuring that CHD participates in as many grant programs as possible, 2)starting new service lines that have an immediate revenue impact, and 3) judicious equipment spending. Only by having a stable financial position can we have a hospital and health system that is stable and be in place for the long term.
The most important input process the community can be involved in is- a 3 year Community Needs Assessment- one is due by July 2021. In general, Citizen input has been limited during the last year -partly due to Covid distancing constraints. Board meetings are public, citizen concerns can be brought forward at those meetings. As a Board member, I am encouraging more community outreach by Curry Health management, making such meetings part of their annual performance evaluations. Individual board members are trying to spread the word that Curry Health is financially stable, is undergoing a strategic plan, and is initiating new service lines such as podiatry and orthopedic surgery. Introduction of those service lines are preceded by radio, internet, and print advertising. I personally am available to make presentations or have interactive town hall sessions for any group that wishes such venues.
Providing a platform for quality health care in the district from a long term perspective. That implies that Curry Health prudently manages finances to ensure the resources for the services currently being offered and for any new service lines the community requires. A stable financial base provides stability for employees and the community at large. Curry Health should provide services that currently involve significant travel time to get a medical service, test or procedure in an other county or venue. Curry County residents deserve Board diversity and an independent voice. Much of the rural areas are under-represented. I strongly believe that a Board candidate should have no conflicts of interest. Board candidates should not be related to, or have a significant other, that is an employee of Curry Health; nor should a Board candidate work for a competing health provider or medical association. I have no such conflicts.
