Special districts in Oregon are formed to govern specific resources. Examples are people’s utility districts, library districts, sewer districts, irrigation districts, ports and cemetery districts. Some districts get revenue only from taxes. Others, such as water districts, get revenue from ratepayers. Others may combine the two sources. Each district is governed by a board of directors which is responsible for the operation of the district and its financial accountability. ( https://www.oregonlaws.org/ors/198.010 )Qualifications: Candidate must be a registered voter in the district. ORS 451.410Salary: A member of the governing body of a district may receive an amount not to exceed $50 for each day or portion thereof as compensation for services performed as a member of the governing body. Such compensation shall not be deemed lucrative. The governing body may provide for reimbursement of a member for actual and reasonable traveling and other expenses necessarily incurred by a member in performing official duties. [1971 c.403 §2; 1983 c.327 §2; 1983 c.740 §53a; 1989 c.517 §1; 1995 c.79 §74]In Event of Vacancy: Except as otherwise provided by law, a vacancy in an elected office in the membership of the governing body of a district shall be filled by appointment by a majority of the remaining members of the governing body. If a majority of the membership of the governing body is vacant or if a majority cannot agree, the vacancies shall be filled promptly by the county court of the county in which the administrative office of the district is located. Libraries are being asked to act as internet hubs or to provide internet connections in regions where students do not have access to high speed internet, especially since schools have gone, in varying degrees, to remote learning. What kinds of services should libraries provide to their communities? What new services do you see libraries providing to their communities in the future?

How do you plan to involve residents of the district in decision making; how will you keep them informed of district activities?

What aspect of working for the district is most important to you?

Your Experience/Qualificatons I have served for many years on the Curry County Public Library Board where I am currently chairperson.
We have high speed internet at our library and have recently improved both the speed and the number of users who have access to our computers. We are updating our library and will include "hot spots" for users to take home with them. When our library conversion is complete (this year) we will have additional computer access.
Our library meetings are opened to the public and we welcome visitors there. Suggestions and comments from our patrons are always given consideration. In Addition to our open meetings, we post our minutes after each meeting. We have our library web site, and place information in the local newspaper. When matters have come up (such as the homeless problems, or county attempts to control library funds) we have had specific meetings to address these issues which are always well attended.
I believe it is important to keep our library open and functioning to provide information and encouragement to everyone. Books are the great leveler. Whatever your economic status you should have the opportunity to read books, and learn. Our libraries provide that safe haven for everyone.
