Special districts in Oregon are formed to govern specific resources. Examples are people’s utility districts, library districts, sewer districts, irrigation districts, ports and cemetery districts. Some districts get revenue only from taxes. Others, such as water districts, get revenue from ratepayers. Others may combine the two sources. Each district is governed by a board of directors which is responsible for the operation of the district and its financial accountability. ORS 451.410Salary: A member of the governing body of a district may receive an amount not to exceed $50 for each day or portion thereof as compensation for services performed as a member of the governing body. Such compensation shall not be deemed lucrative. The governing body may provide for reimbursement of a member for actual and reasonable traveling and other expenses necessarily incurred by a member in performing official duties. [1971 c.403 §2; 1983 c.327 §2; 1983 c.740 §53a; 1989 c.517 §1; 1995 c.79 §74]In Event of Vacancy: Except as otherwise provided by law, a vacancy in an elected office in the membership of the governing body of a district shall be filled by appointment by a majority of the remaining members of the governing body. If a majority of the membership of the governing body is vacant or if a majority cannot agree, the vacancies shall be filled promptly by the county court of the county in which the administrative office of the district is located. Libraries are being asked to act as internet hubs or to provide internet connections in regions where students do not have access to high speed internet, especially since schools have gone, in varying degrees, to remote learning. What kinds of services should libraries provide to their communities? What new services do you see libraries providing to their communities in the future?

Port Orford/Langlois School District Board
Our library is part of the heart and soul of our community. Strict COVD state guidelines have made it a difficult task for Director Denise Willms , but she has provided curb side service for check out and return of books and individual appointments for computer use during the shut-downs. .The library has increased its wifi capacity along with public computer access. We have increased our online offerings and website . The Youth Services Director Cheryl Frances has been busy ordering new books, supplying the young library patrons with exciting outside adventures such as grab and go bags, dinosaur walks in the new patio area back of the library, etc. Ms. Willms has partnered with the Meals for Neighbors group by providing Books for Neighbors in the same delivery. This program will expand to make the shut-in community have accessibility to books, especially during the social distancing, and lack of contact restrictions making our library an even more important part of the community.
The Board of Directors reads and decides on the policies, requests for funding, the state of the building, etc. delivered by the Director. Ms.Willms has written on the average of 50 grant applications a year for more funds for the library. The number of grants went up dramatically duruing 2020 and 2021 pandemic. New plexiglas "windows" have been put at the check out desk. Supplies such as masks, hand sanitizers,wipes, have been purchased with grant monies. Ms. Willms will be asking the Board for consideration of necessary improvements in the ventilation of the library, possibly with windows that open and allow the fresh air to circulate. Board members listen to community in-put and report the concerns, praise, and joy that patrons feel when the library does open up permanently. The volunteers at the front desk relay this information to the Board members and Ms. Willms. The public is welcome to attend our meetings and we allot time for public comment. Our library has always been a miraculous center of activity and success in Port Orford . We are proud of our organization that was paid in full when the new building was completed, of our expansion into the internet age, and of our plans for the future development in programs and building. The Friends of the Library continue to be a source of money raising with its book sales (watch for one this spring) and creative sales in the Boutique. The Foundation watches over the funds of the library with our 501(3)c umbrella (that allows tax credit for donations) , and sponsors the Brick Sales for the patio walk that raises funds to help build our Oregon Community Fund.
I am finding it hard to say which aspect is most important to me as we work as a team to continue the reputation we have made as a Four Star Library.
