Special districts in Oregon are formed to govern specific resources. Examples are people’s utility districts, library districts, sewer districts, irrigation districts, ports and cemetery districts. Some districts get revenue only from taxes. Others, such as water districts, get revenue from ratepayers. Others may combine the two sources. Each district is governed by a board of directors which is responsible for the operation of the district and its financial accountability. ORS 451.410Salary: A member of the governing body of a district may receive an amount not to exceed $50 for each day or portion thereof as compensation for services performed as a member of the governing body. Such compensation shall not be deemed lucrative. The governing body may provide for reimbursement of a member for actual and reasonable traveling and other expenses necessarily incurred by a member in performing official duties. [1971 c.403 §2; 1983 c.327 §2; 1983 c.740 §53a; 1989 c.517 §1; 1995 c.79 §74]In Event of Vacancy: Except as otherwise provided by law, a vacancy in an elected office in the membership of the governing body of a district shall be filled by appointment by a majority of the remaining members of the governing body. If a majority of the membership of the governing body is vacant or if a majority cannot agree, the vacancies shall be filled promptly by the county court of the county in which the administrative office of the district is located. Libraries are being asked to act as internet hubs or to provide internet connections in regions where students do not have access to high speed internet, especially since schools have gone, in varying degrees, to remote learning. What kinds of services should libraries provide to their communities? What new services do you see libraries providing to their communities in the future?

Town Where You Live
I am a retired Head Start director. I spent my career working to ensure that young children and their families have a strong, healthy, and positive educational start in life. I have a Master’s degree in Human Development from Pacific Oaks College in Pasadena, California.
Libraries are now so much more than books on shelves. Internet access in the library opens the doors to larger worlds of knowledge, inspiration and creativity, and helps to level the playing field for all community members.
Students, in particular, need safe, stimulating community spaces where they can study, work and access resources and learn about the larger world outside of their rural community. By using the library, students can develop critical thinking skills that will prepare and support them through their school career.
Libraries are foundational to healthy communities and should be welcoming to all citizens, across the lifespan. Family friendly materials and activities at the library offer opportunities for families to have fun together, spark imagination and build powerful family traditions. Libraries can act in partnership with other community agencies such as schools and health clinics to reach all community members, and provide meaningful programming for everyone.
The meetings and decisions of the library district are public records and are available on the district’s website.
Community members may give input at the public board meetings, through surveys, group meetings, the district’s website or at the library in person.
Library activities can be communicated through various media, such as websites, social media, newspaper, television and flyers posted on local boards, and outreach to community groups.
Libraries have always been important to me personally, and they are essential cornerstones of all healthy communities. I look forward, as a Library District board member, to helping our local libraries to evolve and grow and remain responsive to the needs of all citizens.
