Seal Rock Rural Fire Protection District Position 1

Special districts in Oregon are formed to govern specific resources. Examples are people’s utility districts, library districts, sewer districts, irrigation districts, ports and cemetery districts. Some districts get revenue only from taxes. Others, such as water districts, get revenue from ratepayers. Others may combine the two sources. Each district is governed by a board of directors which is responsible for the operation of the district and its financial accountability. ( https://www.oregonlaws.org/ors/198.010 ) Qualifications: Candidate must be a registered voter or an landowner in the district. If the district has a supporting ordinance, employees of the district are not eligible. ORS 478.050Salary: A member of the governing body of a district may receive an amount not to exceed $50 for each day or portion thereof as compensation for services performed as a member of the governing body. Such compensation shall not be deemed lucrative. The governing body may provide for reimbursement of a member for actual and reasonable traveling and other expenses necessarily incurred by a member in performing official duties. [1971 c.403 §2; 1983 c.327 §2; 1983 c.740 §53a; 1989 c.517 §1; 1995 c.79 §74] In event of Vacancy: Except as otherwise provided by law, a vacancy in an elected office in the membership of the governing body of a district shall be filled by appointment by a majority of the remaining members of the governing body. If a majority of the membership of the governing body is vacant or if a majority cannot agree, the vacancies shall be filled promptly by the county court of the county in which the administrative office of the district is located. As a volunteer Firefighter and emergency medical responder within the Seal Rock Fire District I worked to develop and promote community awareness through implementation of a Community Awareness Group involving District Staff and Volunteers Later as a Director on the Seal Rock Rural Fire Protection District Board I supported the District Board of Directors decision to form and develop a Citizens Advisory Committee (CAC) by voting to adopt said committee in October of 2020. The Board of Directors then tasked me with development of the CAC under the direction of the District Board Chair and another Board Director (David Oliver) who volunteered to help with oversight in formation of the committee. In April of 2021 the CAC Citizens Advisory Committee became fully functional under the direction of their own membership and is now providing the District Board with valuable input from Citizens within all areas of the Seal Rock Fire Protection District
Attend OR State Treasury trainings on the financial processes of the District's LGIP account. Enrolled candidate in the Special Districts Association of Oregon (SDAO) Academy for Board Directors. I also attend trainings and meetings involving the International Public Safety Association of America and The Ohio Paramedics Association, Oregon Health Authority, SDAO monthly trainings, FireHero Training Network classes and Local CERT Citizens Advisory Team trainings and meetings
Our District needs to encourage more efficient signage at homes and other locations within the District in order for Responding Personnel to find them quickly when answering requests for service, also educational materials and meetings need to be held frequently within the District so as to effectively increase Fire, Home and Beach Safety Awareness among District Patrons and Quests. If elected I plan to begin the implementation of such activities with direction through the Fire Chief, Staff, Volunteers, CAC and District Board of Directors to the fullest extent possible
