Bay Area Health District Position 3

Special districts in Oregon are formed to govern specific resources. Examples are people’s utility districts, library districts, sewer districts, irrigation districts, ports and cemetery districts. Some districts get revenue only from taxes. Others, such as water districts, get revenue from ratepayers. Others may combine the two sources. Each district is governed by a board of directors which is responsible for the operation of the district and its financial accountability. ( https://www.oregonlaws.org/ors/198.010 )Salary: A member of the governing body of a district may receive an amount not to exceed $50 for each day or portion thereof as compensation for services performed as a member of the governing body. Such compensation shall not be deemed lucrative. The governing body may provide for reimbursement of a member for actual and reasonable traveling and other expenses necessarily incurred by a member in performing official duties. [1971 c.403 §2; 1983 c.327 §2; 1983 c.740 §53a; 1989 c.517 §1; 1995 c.79 §74]In Event of Vacancy: Except as otherwise provided by law, a vacancy in an elected office in the membership of the governing body of a district shall be filled by appointment by a majority of the remaining members of the governing body. If a majority of the membership of the governing body is vacant or if a majority cannot agree, the vacancies shall be filled promptly by the county court of the county in which the administrative office of the district is located. Your Experience/Qualificatons Nurse for over 30 years and received Doctorate in Nursing Practice from OHSU in 2015. Worked in many areas of health care as a nurse; served in the U.S. military and retired from U.S. Navy after a 20 year career, volunteered on several humanitarian and disaster missions. Worked locally at South Coast Hospice and SOCC. Currently teach nursing courses in an online Master's Degree Program. I know how to advocate for patients and I think that is the most important qualification for this position.

As a member of the health district it is imperative that health care funding is spent accordingly and benefits the end users of the health care system. I believe that we need to scrutinize how funding is spent and monitor the impact and outcomes of the funding to ensure that the monies are being used appropriately. I am not afraid to ask the tough questions and ask why, as sometimes we need to reallocate funding. With this position comes great responsibility and I intend to monitor and evaluate allocation of the funding as if it were my own money that I was investing. As a hospice and palliative care nurse, I have worked in a sector of health care that has been underfunded and relied on philanthropy, therefore I know the importance of the "bottom line"
As I searched online to find the Bay Area Health District's meeting minutes and information, I found none. So first of all I think that this information needs to be easily accessible to the public; transparency is needed and this can begin with an updated website. There are also the options for social media, and I personally like websites like "NextDoor" as this is for persons in the local area to connect, and people tend to be very interested in the community on this platform. I am a person who is very comfortable speaking in front of others, so I could potentially see myself speaking at local group meetings if requested, as there are many who do not use social media. If decisions need to be made that need input from residents of the district, I would also use additional resources such as radio, the newspapers and local community organizations.
As a nurse I see the ability to influence health care outcomes as the most important. It is my hope that one way to improve outcomes is to improve access care as I see this as major issue. I have personally experienced the struggle with finding a provider and as a nurse I know what can happen when patients cannot access basic health care. I feel that my voice as a nurse and my experience can allow me to be an advocate for those who are not being heard in terms of access to basic care. COVID 19 has tested our health care system unlike any event that I can remember in my lifetime and I am proud to say that the health care systems across the United States have stepped up and done what we always do which is to "Care for patients and their families." As a nurse I have been at the bedside, taught nurses as an educator and volunteered internationally for years and now I would like the opportunity to make a difference on a different level in my community.

It is important to note that BAH has not assessed a local operating tax levy since the original $6.75 million bond levy that voters agreed to in the 1970’s. In 1987 the original construction bonds were paid off 15 years early and the facility has been self-sufficient ever since. The hospital must be well managed and financially strong to continue this unique status.

At the center of the hospital’s strategic foundation are the words, “Put Patients First”. Financial stability allows the hospital to operate, serve the area, and take care of the citizens of this community. I joined the board in late 2020, bringing years of business experience. Working with clients who have suffered catastrophic medical events, I have seen first-hand what can happen when medical care is not available when it is needed close to home. My goal is to use my expertise to ensure our local hospital district serves those who need care while continuing the sound financial stewardship that came before us.
BAH is a public entity and therefore keeping residents informed is imperative. To keep citizens up to date of district activities, we need to continue to disseminate information through all avenues of communication such as digital platforms including the hospital’s website and social media, radio, tv and print. Currently, there is a Finance Committee and a Quality and Patient Safety Committee that allow community members to directly participate in making recommendations to the District Board. This presents an opportunity for residents to participate in the decision making of the district. I am currently an active member of the finance committee.
In serving the district, it is important to me that I can use my skill set to add value. The hospital is a very complex organization. My background is as a business consultant. I help clients in the areas of risk management, workflow efficiency, financial planning, and simplifying the complex. That skill set typically allows me to disseminate information succinctly to provide focus and move people and projects towards action. If I can serve our community through working with the district as it continues to grow and expand, it would be an honor.
