Winston-Dillard Water District Position 5

Special districts in Oregon are formed to govern specific resources. Examples are people’s utility districts, library districts, sewer districts, irrigation districts, ports and cemetery districts. Some districts get revenue only from taxes. Others, such as water districts, get revenue from ratepayers. Others may combine the two sources. Each district is governed by a board of directors which is responsible for the operation of the district and its financial accountability. ( https://www.oregonlaws.org/ors/198.010 ) Qualifications: If the district has 100 or more voters, a candidate must be a registered voter in the district and a landowner in the district. ORS 264.410Salary: A member of the governing body of a district may receive an amount not to exceed $50 for each day or portion thereof as compensation for services performed as a member of the governing body. Such compensation shall not be deemed lucrative. The governing body may provide for reimbursement of a member for actual and reasonable traveling and other expenses necessarily incurred by a member in performing official duties. [1971 c.403 §2; 1983 c.327 §2; 1983 c.740 §53a; 1989 c.517 §1; 1995 c.79 §74] In Event of Vacancy: Except as otherwise provided by law, a vacancy in an elected office in the membership of the governing body of a district shall be filled by appointment by a majority of the remaining members of the governing body. If a majority of the membership of the governing body is vacant or if a majority cannot agree, the vacancies shall be filled promptly by the county court of the county in which the administrative office of the district is located. This is a tough question to answer as the W-D Water District has always maintained a policy of openness to the public. We advertise our meeting times and location at the Water District; it has been a Board policy that the manager make himself available to the public and they have done so to my knowledge for the last 20 years at least. The District holds public meetings that are open to the public every month where the Board and the Manager make themselves available to any member of the public that cares to attend.
The District has built a new state of the art Pall membrane filter water plant and brought it on-line 10 years ago. The District is currently working on building a new water intake facility to support the plant and replace an inefficient 70 year old intake that was only designed to last 25 years. We should have the new intake online in 2022.

The District has plans on board to complete the last intertie to give the District a balanced system throughout by circling the District with a large mainline. This has been a multi-year, on-going project with the District, with the majority of the work being performed by the Districts expert work crew, thereby saving the rate payers major money. We are looking at having to replace one of our large million gallon water tanks in the near future as it is close to surpassing its life span.

I have at this moment 15 plus years experience in budgeting with the W-D Water District.

I was a member of the original Douglas C.A.R.E.S. board for 9 years and was proud to work with Dawnell Marshall in her capacity as Treasurer.

I've worked with, and for, the public now for over 40 years and I believe that experience brings with it the skills needed to accomplish the W-D Water District's plans and goals.
