Información Biográfica

What is the most important issue facing your Single Member District and how do you intend to address it?

How will you engage with residents to be an effective Commissioner, especially reaching those who are unfamiliar with the role and value of ANCs?

Is there a question you wish we had asked? If so, what is the question and how would you answer it?

Qualifications I have been serving as an appointed citizen member of ANC 6C’s Transportation and Public Space Committee since 2017 and chaired the Committee for two years during the pandemic. This experience has given a deeper appreciation and understanding for ANCs and their roles to weigh in on proposed projects and legislation that affect our neighborhood, in addition to submitting testimony to the Council on the performance and budget oversight of District agencies. I work professionally as a city planner. I listen and can be a fierce advocate for others.
Traffic safety is a priority. No one should be injured or killed while traveling. And too often I have heard from neighbors and friends about close calls or near misses in our neighborhood. I have served as a citizen member of ANC 6C’s Transportation & Public Space Committee since 2017 and will continue to support neighborhood requests for traffic calming and pedestrian safety and accessibility improvements in our ANC.

In addition, the Florida Ave NE project is about to begin construction. While many neighbors cannot wait another day for safer conditions along Florida Ave NE, the construction to get there will have a great impact and disruption. Lessons learned from the recently completed Maryland Ave NE project should be applied, such as facilitating open and transparent communications between the awarded contractor and neighbors on construction impacts and schedule, as well as continued communication with neighboring ANCs to ensure our concerns are heard and addressed.
I am known for my open and reliable communication. I will be happy to talk with residents about their concerns and to figure out, together, the best way forward. That might be working with one of ANC 6C’s Committees to include the concern on the agenda so the ANC may pass a resolution requesting services from a District agency. That might be acknowledging my limits as a potential Commissioner and connecting the resident with the right point of contact at an agency, a councilmember’s office, or constituent services staff from the Mayor’s Office. I am more than happy to work with residents to find the best way to get to a solution.

If elected, I plan to keep in touch with constituents through a monthly newsletter and to hold periodic coffee chats. Sign up for the newsletter at www.Kwan4DC.com.
I am also running to help raise concerns from our neighbors and to work with the Council to make sure our District agencies are responsive and accountable. Too often in my work on ANC 6C’s Transportation and Public Space Committee required repeat follow up and status updates on seemingly simple requests, such as speed humps. I have an interest as Commissioner to work with agency staff to make sure requests are heard, listened to, and followed through.
